7. Does the testimony review process of EMC establish the national standards of care for each specialty?

No. The EMC specialty review process is specific in requiring that the evaluations of expert medical witness testimony by its committees isconsistent with the standards of care and guidelines as presented and defined by the respective national medical specialty organizations at thetime of the case under review. The Chairperson of the specialty review committee is responsible to the EMC Board of Directors to insure that thedeliberations of the committee use the evidence based and clinical experience base of evidence and peer reviewed publications available to thespecialty at large in its determination of the standard of care issue under review. EMC will not allow the testimony review process or anyevaluation to be mis-construed as the development of a new standard of care provision for any medical specialty organization.
